Frank McGuire is an internationally acclaimed innovator, dual winner of Australian journalism’s most prestigious honour the Walkley Award, and MP for the community where he grew up, Broadmeadows, Victoria.

As Victoria’s first Parliamentary Secretary for Medical Research, McGuire called for Australia to partner with America in President Obama’s cancer “Moonshot”, advocacy leading to Vice President Biden’s visit to Melbourne in 2016 for the opening of the Victorian Comprehensive Cancer Centre. Mr McGuire assisted Health Minister Jill Hennessy in developing Victoria’s international health strategy, Partnering for a Healthy and Prosperous Future 2016-2020, and Victoria’s Health and Medical Research Strategy, Healthier Lives, Stronger Economy 2016–20.

He launched the Science, Medical Research and Technology (SMaRT) panel in 2016, designed to leverage investment and partnerships to transfer discoveries from benchtop to business and capitalise on Australia’s emerging $20 billion Medical Research Future Fund.

He has been named one of the 100 Most Influential People of African Descent, an initiative by the United Nations. He has explored how African Innovation truly has the potential to change the African narrative, as well as global and pan-African trends shaping the landscape in Africa. In his previous role at Kaiser Permanente’s Innovation Consultancy, he tackled safer medication administration for patients, more robust shift changes for nurses, exploring the social space of elders, and the care experience of transgender people. Dr Ruth Mitchell is a final year Neurosurgery Registrar currently working at St Vincent’s Hospital Melbourne. She is also a PhD candidate at the University of Melbourne Department of Surgery and Walter and Eliza Hall Institute, investigating the structure of the epidermal growth factor receptor (EGFR) in high grade brain tumours. She holds a grant from the Brain Foundation. Ruth previously chaired the Royal Australasian College of Surgeons Trainees’ Association through a period of unprecedented introspection and change in the surgical profession and is the 2019 John Corboy medallist.She is passionate about diversity, inclusion, and full participation of women and other underrepresented communities in surgery and in science, and dreams of a day both professions are as diverse as the communities they serve. Ruth is currently chair of the Australian board of the International Campaign to Abolish Nuclear Weapons, which won the 2017 Nobel Peace Prize, and which she helped start as a medical student. She believes in the power of the medical profession to bring about great change in the biggest issues of our time. She has addressed the United Nations and made the president of India laugh, but she’s never spoken to a room full of health informatics experts, and she’s extremely excited to be invited.

Rachel Bessell is a Senior Researcher at the Victorian Country Fire Authority and has 15 years of experience in fire and emergency management, having worked in the Australian Capital Territory, Victoria, Queensland and abroad in Timor-Leste. Her key research outputs include: improved understanding of grassland fuels and fire behaviour, crew protection system validation and integration of remote sensing techniques into operations. Mr Board is Victoria’s Chief Digital Health Officer and heads the Digital Health Branch. The Branch conducts health sector planning and assurance. The Branch is developing unique identification across Victorian health services, and is connecting health services to the My Health Record system. The Branch also leads the Victorian health service cyber security and ICT operational assurance programs. Prior to coming to Victoria in 2018, Mr Board headed the eHealth and Medication Safety program at the Australian Commission on Safety and Quality in Health Care. His team conducted clinical safety assurance of the My Health Record, and developed three editions of the national guide to safe implementation of electronic medication management (EMM). He also convened the WHO clinical practice working group for the Globa Patient Safety Challenge Medication without Harm. Mr Board is a registered nurse and has worked in clinical, management, and informatics roles, including six years managing leprosy and primary care programs in the Brazilian Amazon. He implemented radiotherapy information systems and Area-based clinical cancer registries in NSW, and has published on hospital in the home, use of data in health care, short stay surgery and post-acute care.

I am Australia’s first Aboriginal cardiologist and a proud member of the Yorta Yorta and Dja Dja Wurrung nations. I am equally proud of my father’s English heritage. As a clinician-researcher it is my patients’ stories that inspire me to do what I do. My clinical work and research is focused on improving health outcomes across the spectrum of cardiac disease. My research and clinical leadership in the fields of adult congenital heart disease, cardiac disease in pregnancy and heart failure is recognised locally and internationally. I believe new approaches are needed to meet patients where they are. With >40 scientific publications that span from bench to bedside to the wider community I am ready to lead Australia’s fight against cardiovascular disease – the number one cause of death and disability globally and the leading contributor to the gap in health disparities between Indigenous and non-Indigenous Australians. Today I work as a clinical cardiologist at The Royal Melbourne Hospital and as a clinician-researcher at the University of Melbourne. I currently Chair the Royal Australian College of Physicians Aboriginal & Torres Strait Islander Health Committee and am also Chair of the Indigenous committee of the Melbourne Academic Center for Health. I am also an innovator and entrepreneur leading the development of Braveheart, a novel patient-centred digital healthcare platform.

Matiu founded One Good Street, a social networking platform to encourage neighbour initiated care for older residents at risk of social isolation and loneliness. Matiu is the Deputy Director of the Health Transformation Lab at RMIT, designing towards cultures of innovation and creativity in healthcare. Matiu has a Master’s degree in Public Health and broad clinical and managerial nursing experience, including working in Tijuana, Mexico with Nobel Prize Laureate Mother Teresa in international border aid, and as an emergency, oncology, intensive care nurse and is a sexual health Nurse Practitioner.

Matiu contributes to health system innovation through involvement with Better Care Victoria as a board member and the Emerging Leaders Clinical Advisory Committee. Professor Coiera is Foundation Professor in Medical Informatics at Macquarie University, and Director of the Centre for Health Informatics, a group he co-founded in 2000 and is also Director, NHMRC Centre of Research Excellence in eHealth. Trained in medicine and with a computer science PhD in Artificial Intelligence (AI), Coiera has a research background in both industry and academia. Coiera has won a number of prestigious awards including the 2015 International Medical Informatics Association (IMIA) François Grémy Award for Excellence. Dr Elizabeth Deveny is currently the CEO of South Eastern Melbourne Primary Health Network (SEMPHN). In this role Elizabeth leads primary health care reform and commissioning programs over a diverse catchment of 1.5 million Victorians. SEMPHN’s work covers a range of key health domains including chronic disease management, mental health, alcohol and other drug services, and Aboriginal and Torres Strait Islander health. She has a long term interest in digital health from playing Pong on the family Commodore 64 to a PhD focused on the impact on computing on general practice decision-making and currently funds innovative digital solutions to primary health care challenges.

Before her appointment at SEMPHN, Elizabeth was Chief Executive of Bayside Medicare Local (BML) from its formation in 2012. Amongst her other current appointments she chairs the Southern Metropolitan Partnership which brings community, industry and local government together to provide the Victorian government advice about regional priorities and is a member of the Metropolitan Development Advisory Panel. Dr Deveny is also currently Chair of the Australian Digital Health Agency Board’s Privacy and Security Advisory Committee (PSAC).

Elizabeth is an experienced and well-respected senior executive with a strong commitment to providing sustainable health outcomes for all Australians. She holds a Master’s degree in vocational health education and a PhD in Medicine (clinical decision making), both from Melbourne University.

A/Professor Elif Ekinci is an academic endocrinologist who is working to translate research into improved outcomes for people with type 1 and type 2 diabetes. She is also the Director of Diabetes at Austin Health, where she co-ordinates the clinical care of inpatients and outpatients with diabetes. She heads diabetes and obesity clinical trials at CREDO-Centre for Centre for Research and Education in Diabetes and Obesity and has over 100 publications and has obtained a total of over $4.5 million of research funding.

Tim Kelsey is Chief Executive of the Australian Digital Health Agency which is responsible for all national digital health services and systems, with a focus on engagement, innovation and clinical quality and safety. He was formerly National Director for Patients and Information in NHS England – a role which combined the functions of chief technology and information officer with responsibility for patient and public participation. He took up the post in 2012 after serving as the British governments first Executive Director of Transparency and Open Data. He was also National Information Director for health and care in England and Chair of the National Information Board which advises the Secretary of State on national priorities for data and technology.

Tim is a leading advocate of a popular knowledge revolution in health and care and, in 2000, was co-founder of Dr Foster, a company which pioneered publication of patient outcomes in healthcare. He is also an internationally regarded expert in digital transformation of the customer experience in healthcare. In 2007, he launched NHS Choices, the national online health information service which now reports around 40 million users per month. In 2014 Tim was named one of the 500 most influential people in the UK by The Sunday Times.

Before Dr Foster, Tim was a national newspaper journalist and a television reporter. He worked for the Independent and the Sunday Times, as well as Channel 4 and the BBC. He is co-author with Roger Taylor of Transparency and the Open Society which was published by Policy Press and the University of Chicago in 2016.

Tim is visiting professor in the Institute of Global Health Innovation at Imperial College London.

Professor Makeham leads the development of initiatives to ensure that digital health technology in Australia is designed, built and evaluated in close collaboration with the research community, so that the foundations of digital health in Australia incorporate the best available evidence and are maintained on the cutting edge of discovery in Australia and internationally. She is a member of the Australian Digital Health Agency’s executive leadership team, providing advice on patient safety, clinical governance, risk management, digital health and safety research, and the delivery of primary care services. A leading patient safety advocate and researcher in digital health and safety in Primary Care, Professor Makeham has been involved with numerous national and international research collaborations in these areas. As an expert member of the Clinical Safety Oversight Committee for the My Health Record system and the Clinical Governance Advisory Group for the Commonwealth Department of Health, she has been involved with the clinical governance and safety oversight of the My Health Record system since it commenced operation. She has also been a Patient Safety Adviser for the Australian Commission for Safety and Quality in Healthcare for a number of years.

Gillian Mason is a person with heaps of time-consuming medical appointments, is disabled, chronically ill, a physiotherapist and rehabilitation researcher. At Hunter Medical Research Institute, for the University of Newcastle, she manages the Priority Research Centre for Stroke and Brain Injury’s Stroke Research Register, and its consumer engagement and communication strategy. She is a science communicator for the NHMRC Centre for Research Excellence in Stroke Rehabilitation and Brain Repair. As a clinical research assistant for the Centre for Rehab Innovations, her focus is on innovating solutions for delivering individualised rehabilitation in the home and community setting. Living with multiple chronic illnesses, she has gained insight into and lost patience with inflexible healthcare. Without radical change, the way healthcare is delivered in Australia will continue to both restrict people with chronic illness from accessing healthcare itself, by design, and limit the time, energy and cash left over for participation in employment and society more broadly. Gillian is busy overcoming her own learned ableism to properly value and leverage her lived experience expertise as an advocate for meaningful consumer involvement in health and medical research.

Chief Nursing and Midwifery Officer Shelley Nowlan provides overall professional and industry advice for nursing and midwifery matters across Queensland. This includes leading, advocating and supporting nurses and midwives to provide quality, safe care for Queensland communities through policy, direction and regulation. Shelley has over 30 years’ experience in healthcare, including 17 years’ experience in a range of metropolitan, regional and rural public sector executive clinical and health administrative leadership roles at a strategic and operational level.

She is a people-orientated executive leader with experience in contemporary healthcare systems including clinical innovation, leadership development, strategic planning, change management, policy development at state level, research, clinical practice and workforce development.

Shelley’s leadership has helped achieve practical outcomes within the nursing profession and as well as clinical care re-design programs and has led to success in developing and leading statewide and district clinical leadership programs.

Shelley has had significant experience in both capital works programs and commissioning of health services along with the development and implementation of patient models of care and care innovations. Her experience within the nursing profession extends nationally and internationally.

Angela is the Australian Digital Health Agency’s Chief Clinical Information Officer, and has over 30 years’ experience in hospitals and public sector organisations, including more than 14 years’ experience as a registered nurse, primarily in paediatric and adult intensive care. She is also a credentialed Fellow of the Australasian College of Health Informatics (ACHI) and was recently elected President of the ACHI Council.

In 2017, Angela was awarded a Churchill Fellowship to study methods to prevent patient harm through national digital health safety governance and have been traveling in the UK, USA and Canada to research what these countries have been doing to ensure patient safety is paramount.

Tom Skotnicki held news and business editor positions with the Herald and Weekly Times before becoming New York Bureau Chief for News Limited in the late 90s. On returning to Australia he worked for both Fairfax and Murdoch in the Parliamentary Press Gallery before establishing a political and communications consultancy. His firm was for two years the chief external communications consultancy for NEHTA and he has since worked extensively with various health organisations including the RACGP. In recent years he had to overcome serious health issues after being diagnosed with liver cancer which was thought to be untreatable. He confounded the odds when in 2017 he received a liver transplant at the Austin Hospital. He offers a perspective on e-health that draws on his experience working with leading health policy makers and his experiences as a survivor.

Michael has been the Director-General of Queensland Health since July 2015. Queensland Health employs approximately 90,000 people and provides a public health and hospital system for nearly five million people. Michael was chair of the Australian Health Ministers Advisory Council (AHMAC) providing advice to the COAG Health Council from 2016 to 2018, and is on the Board of the Australian Digital Health Agency which is responsible for the My Health Record. Michael is also on the Board of Brisbane Diamantina Health Partners, an NHMRC accredited Advanced Health Research and Translation Centre.

Over the past 17 years, Michael has held senior executive positions in New South Wales and Queensland. Michael has worked as Chief Executive HealthShare NSW and was the inaugural Chief Executive of eHealth NSW. In Queensland, Michael has worked in both social and economic portfolios at the Deputy Director-General level including health, education and infrastructure.

Michael has also worked in the private sector including as a principal with PwC. Michael holds a Master of Business Administration, Bachelor of Arts (Hons) in psychology, Bachelor of Science in human movement and Bachelor of Education.

Michael has a passion for organisational excellence and leading value-based teams achieving outcomes that improve the lives of all Australians.

Tim Wells is a Commander at the Victorian Country Fire Authority. He has spent the last 25 years working in Victoria as a firefighter. He started his fire management journey as a seasonal firefighter with Victorian Department of Conservation and Natural Resources. Since 2001 he has worked for the Country Fire Authority. While he has held various fire and emergency management roles, his focus has been predominantly on bushfire readiness and response. For the last 10 years Tim has worked as a Fire Behaviour Analyst, trying to understand and communicate when, where and how bushfires will spread. Tim’s Fire Behaviour Analyst work has taken him to every Australian state, Canada and the United States of America. He is passionate about helping people understand what it means to live in a fire-prone landscape.

Dr Kudzai Kanhutu is an infectious diseases physician and current Refugee Health Fellow at Royal Melbourne Hospital. The Refugee Health Program is funded by the State Government and coordinated in collaboration with the Victorian Refugee Health Network. Having lived in Dubbo, Sydney, Melbourne and Zimbabwe she is familiar with working with patients across geographic, political and cultural divides.

Leigh passionately believes in the mission of HISA: the need and opportunity to improve healthcare through better use of technology and information. This has been his focus for the past decade, working for the past three years on the PCEHR system as Accentures Health Lead (ANZ), and prior to this with the NHS on the National Programme for IT. Leigh believes Australia has come a long way already in e-health, but we have a lot further to go. He believes HISA is the strong and vibrant catalyst to bring this change and bring together the various players – public and private, providers, payers, vendors and policy-makers – to realise the promise of health informatics.

David has been a HISA member for over 15 years and is the current Chair of the HISA Board. Australian healthcare needs to embrace digital solutions to continue to offer our people the high standard of care that they currently receive and to address inequalities in our system, especially for our Indigenous people. David sees HISA playing a vital role in this transition by being Australia’s Digital Health Community, bringing the community together to learn, advocate and enable the transition a fully digitally enabled healthcare system. David is keen to continue to work with HISA members to meet this challenge. In his ‘day job’ David is CEO of the Australian e-Health Research Centre, CSIRO’s e-Health Research Program, leading 80 CSIRO scientists and engineers in e-Health research and implementation projects around Australia.

Dr Louise Schaper is an innovator and a change agent who doesn’t sit still and whose passion and enthusiasm for health informatics is shaping a new future for HISA. Her appointment as CEO came on the back of 10 years of experience in, and applied passion for, health informatics. With a background as an occupational therapist and a PhD on technology acceptance amongst healthcare professionals, Louise is a world leader in allied health informatics and is intimately connected to Australia’s substantial health reform efforts, where e-health is a key enabler to achieving high quality, safe, sustainable and patient-centred care. In addition to her leadership of HISA, Louise was on the Advisory Board for Stanford Medicine X 2013 conference, has been part of NEHTA’s Clinical Leads team and previously chaired the E-Health International Advisory Group of the World Federation of Occupational Therapists.
